“Delivered and accepted prior to this deadline.” The City of Calgary’s bulletin uses that line for the last step.

The signed Development Agreement, the performance security and the certificate of insurance all have to clear it. The deadline is December 31, 2026, at 4:30 p.m.

That is the final hand-in, not the date to begin. The first deadline is October 19.

Key facts

  • The City’s Community Planning bulletin is dated September 29, 2026. BILD Calgary circulated it to members on October 5.
  • October 19, 4:30 p.m.: construction drawings due.
  • November 19: special clauses due.
  • December 10, end of day: required approvals and the Development Agreement request due.
  • December 31, 4:30 p.m.: signed agreement, performance security and certificate of insurance delivered and accepted.
  • The December 31 date applies to securing a 2026 Development Agreement. The bulletin does not present it as a cutoff for all permits.

Four dates, and the first is October 19

Construction drawings are due October 19 at 4:30 p.m. Each set has to follow the City’s current Complete Application Requirement List for construction drawings. Think of a renovation. Nothing downstream moves until the plans are right.

Special clauses are due November 19. The City file manager will say within five working days whether they are adequate or need updates. A submission on November 19 gets an answer by November 26, counting five working days (a calculation, not a City date).

That is seven calendar days of waiting before the next date comes into view. Plan for it at the kitchen table, the same way a household plans around a contractor’s schedule. For the cost side of housing, see how Statistics Canada weights shelter costs.

Three approvals have to be done by December 10

By the end of the day on December 10, a project needs three approvals. One is the subdivision or development permit. One is the construction drawing underground design approval, which confirms the scope of the agreement. The last is the special clause approval. The online Request for Development Agreement in Urban Development Online has to be in as well.

That leaves 21 days between December 10 and the final hand-in. That is the window for the signed agreement, the performance security and the insurance certificate to be delivered and accepted.

Twenty-one days is a short stretch of the calendar. A date that fixed does not drift, so the file has to meet it. For the buyer’s end of the same housing chain, read a lower mortgage rate will not hand you a home.

This is a Development Agreement deadline, not a permit cutoff

The dates apply to Development Agreements. They are not a blanket cutoff for every Calgary building permit, and a project that does not need a 2026 agreement is not governed by them.

City Hall deadlines show up elsewhere too. See Calgary’s bike lane pause and Alberta’s proposed dumping fines.

Read the full bulletin against your project schedule. Then ask your City file manager which of the four dates your file has already met.
